O presente ensaio visa refletir sobre a noção de institucional idade arquivística, suas definições basilares, complexidades e problemáticas centrais no cenário brasileiro. O trabalho busca, ademais, compreender os elementos centrais presentes no processo de institucionalização de arquivos, além de refletir sobre seus entraves e características no âmbito do federalismo brasileiro. Dadas as características do texto, a análise proposta dialoga de forma direta com a literatura especializada da área, mas também utiliza-se de dados prospectados em pesquisas aplicadas concluídas ou em andamento. Ao fim, o ensaio reflete sobre a necessidade de discutir a institucionalidade arquivística no escopo das políticas públicas de arquivo no Brasil.
This essay aims to reflect on the notion of archival institutionality, its basic definitions, complexities and central issues in the Brazilian scenario. The work seeks, moreover, to understand the central elements present in the process of institutionalization of archives, and to reflect on its obstacles and characteristics in the context of Brazilian federalism. Given the characteristics of the text, the proposed analysis dialogues directly with the specialized literature in the area, but also makes use of data prospected in completed or ongoing applied research. At the end, the essay reflectson the need to discuss the archival institutionality in the scope of public policies on archives in Brazil.
