Based on the investigation that included 216,187 pages of Presidential Reports in Empire, this article seeks to demonstrate the relationships between records/archives and administration. The theoretical approach considers the History of Archives as a result of Administrative History. This article exposes the development of public management of the records/archives during the provincial governments. The method used is archival research including the law, literature, and the reports from the provincial presidents. The conclusions are: (a) records/archives are essential keys to the administration and administrative history, (b) records/archives are present in all provincial administrations, (c) records/archives are vectors of differences between the provincial administrations, (d) the common point between the administrations of the provinces is the need of archivists.
