Records Management instruments in universities: the experience of UNESP
Abstract/Résumé/Resumen
This article reports the experience of the Universidade Estadual Paulista “Julio de Mesquita Filho” in the implementation of the document review process and studies the management instruments built for this purpose. Thus, we aimed to analyze the records management in the light of the theory of Integrated Archival, canadian source current, and the mechanisms that compose the appraisal process and records disposal. Archival appraisal sectors are the neuralgic point of decisions on the documentation produced and received in the public sphere in the various instances of the state of São Paulo. The Paulista Decree no. 58052/2012, which regulates at the state level the Law on Access to Information (No 12527/2011), has strengthened the role of the former Commissions of Appraisal of Documents, transforming them into Committees for the Appraisal of Document and Access (CADA). This allows the document review process contemplates the so-called cycle of vital documents and incorporate the idea of information within it. As a concrete result of this process of theoretical reflection and development methodologies, we present in this article the instruments resulting from such actions in the university context: the filing system for support activities of the university, with its disposal list result, both modeled based on documentary typology studies. We emphasize that this is still a work in process development and various working groups linked to CADA / UNESP work orchestrated the construction of auxiliary instruments to records management, such as updating and maintaining the controlled vocabulary of archival terms (VTArq); the establishment of the degree of secrecy documentary; the construction of the filing system and linea-function of disposal list and the review of the UNESP Procedural Rules Manual.
