O Projeto Origens do Tribunal Regional Eleitoral da Paraíba visa recuperar, preservar e difundir o Fundo Arquivístico Histórico (1932–1937), referente ao período inicial da Justiça Eleitoral no Brasil. A dissolução temporária da instituição pelo Estado Novo, em 1937, durante o regime de Getúlio Vargas, provocou a dispersão e a perda de documentos, impondo lacunas que exigiram metodologia qualitativa e interdisciplinar, com uso de fontes secundárias (como jornais) para reconstrução das Atas de Sessão de Julgamento. O projeto publica a Coleção dos Livros de Actas (1932-1935 já lançados e 1936-1937 em andamento), com transcrição e contextualização dos registros como fontes primárias, disponibilizadas em acesso aberto sob licença Creative Commons. A iniciativa segue o Plano Geral de Classificação de Documentos do TRE-PB (2021), reconhecido pelo Conselho Nacional de Justiça no Portal de Boas Práticas do Poder Judiciário, evidenciando o protagonismo institucional na governança arquivística. Com referencial decolonial, o projeto democratiza os arquivos ao problematizar narrativas hegemônicas e dar visibilidade a grupos historicamente silenciados, como mulheres, trabalhadores rurais e povos indígenas. Entre os resultados, destacam-se o Acordo de Cooperação Técnica (2025) com a Universidade Estadual da Paraíba, ações de educação patrimonial e a conquista do I Prêmio Inovação Eleitoral (2024), consolidando o reconhecimento nacional da iniciativa. A comprovação documental de que um casarão histórico sediou o TRE-PB em 1932 fundamentou sua cessão de uso, em 2025, para abrigar o Museu Eleitoral e Memorial da Democracia, com investimento de R$ 3 milhões destinados à restauração e requalificação do espaço. Apesar da fragmentação das fontes remanescentes, o projeto ressignifica a memória institucional ao articular pesquisa histórica, tecnologias digitais (inclusive inteligência artificial aplicada à análise documental) e ações educativas multiplataforma, ampliando o acesso público e fortalecendo a formação de uma cidadania crítica e participativa.
ELECTORAL MEMORY RESCUE: THE ORIGINS PROJECT AND THE PRESERVATION OF THE TRE-PB ARCHIVE (1932-1937)

The Origins Project of the Regional Electoral Court of Paraíba (TRE-PB) aims to recover, preserve, and disseminate the Historical Archival Fonds (1932–1937), corresponding to the initial period of Electoral Justice in Brazil. The dissolution of the institution under the Estado Novo in 1937, during the regime of Getúlio Vargas, led to the dispersal and loss of original records, creating documentary gaps that required a qualitative and interdisciplinary methodology, including the use of secondary sources (such as newspapers) to reconstruct the Minutes of Trial Sessions. The project publishes the Collection of the Books of Minutes (1932–1935 already released and 1936–1937 in progress), providing transcription and contextualization of the records as primary sources, made available in open access under a Creative Commons license. The initiative follows the General Document Classification Plan of TRE-PB (2021), recognized by the National Council of Justice on the Judiciary Best Practices Portal, highlighting the institution’s leadership in archival governance. Adopting a decolonial framework, the project democratizes archival access by challenging hegemonic narratives and giving visibility to historically silenced groups, such as women, rural workers, and Indigenous peoples. Its outcomes include a Technical Cooperation Agreement (2025) with the State University of Paraíba, heritage education initiatives, and the achievement of first place in the Electoral Innovation Award in 2024, consolidating national recognition of the initiative. Documentary evidence confirming that a historic mansion housed TRE-PB in 1932 supported its concession of use in 2025 to establish the Electoral Museum and Memorial of Democracy, with an investment of R$ 3 million allocated for restoration and adaptive reuse. Despite the fragmentation of surviving records, the project re-signifies institutional memory by integrating historical research, digital technologies (including artificial intelligence applied to documentary analysis), and multiplatform educational initiatives, expanding public access and strengthening the development of critical and participatory citizenship.
