Nesta pesquisa, discorreremos acerca da proteção não jurisdicional dos direitos fundamentais no plano subnacional, apontando-se as Comissões Estaduais da Verdade como indicativo de proteção multinível no plano mais baixo, elucidando as formas de criação, a composição e os poderes, especificamente, das Comissões Estaduais da Verdade. Além desses aspectos, revelar-se-ão, as recomendações apresentadas no relatório final, como também se evidenciarão as comissões estaduais que não apresentaram o relatório final, até a conclusão desta pesquisa, em 2015. Em 1385 se tratando do resultado das Comissões Estaduais, indagar-se-á a respeito da necessidade ou da prescindibilidade de comissões subnacionais para o atendimento à condenação do Brasil pela Corte Interamericana de Direitos Humanos, no caso Gomes Lund e outros vs. Brasil, conhecido como caso Guerrilha do Araguaia.
State Commissions of Memory and Truth: forms of creation, composition and powers

In this research, we will talk about the non-jurisdictional protection of fundamental rights at the sub-national level, pointing out the State Truth Commissions as indicative of multi-level protection at the lower level, elucidating the forms of creation, composition and powers, specifically, of the State Truth Commissions. In addition to these aspects, the recommendations presented in the final report will be revealed, as will the state committees that did not present the final report, until the conclusion of this research, in 2015. As regards the outcome of the State Commissions, one will inquire about the necessity or dispensability of subnational commissions to attend to the condemnation of Brazil by the Inter-American Court of Human Rights, in the case Gomes Lund and others v. Brazil, known as the Guerrilha do Araguaia case.
