A implementação da Lei de Acesso à Informação coloca a administração pública diante de um problema que não tem sido propriamente enfrentado: o lugar dos arquivos. A equação que se impõe a partir da Lei 12.527 é simples: para se dar acesso à informação ou aos documentos é preciso ter controle sobre os mesmos. Por outro lado, se a Lei coloca em evidência a necessidade de uma mudança no lugar dos arquivos na administração pública, também oferece uma oportunidade para que os arquivos ganhem maior visibilidade social e assumam de vez o seu lugar de exercício da cidadania. Essas questões são ainda mais instigantes quando são analisadas na perspectiva da produção científica e das instituições de pesquisa e ciência em que os acervos possuem não só um papel relevante para a transparência do Estado, mas também para história da ciência e para o processo de identificação da sociedade.
The implementation of the Law on Access to Information forced the public administration to face a problem that has not yet been addressed properly: the place of archives. The equation that is imposed from the implementation of Law n. 12.527 is simple: to provide access to information or documents it is necessary to have control over them. On the other hand, if the Law highlights the need for change concerning the place archives have in public administration it also offers an opportunity for archives to gain greater social visibility and assume their place in improving the exercise of citizenship. These issues are even more compelling when they are analyzed in terms of scientific and research institutions in which the collections have an important role not only for the transparency of the State but also for the history of science and the process of identification for society.
