O artigo propõe uma abordagem teórica sobre a política de gestão e acesso à informação governamental de tipo arquivístico, focada na motivação para o cumprimento da legislação pertinente. A abordagem tem como marcos teóricos a teoria do Agir Comunicativo, de Jürgen Habermas, e a teoria dos valores, de Shalom Schwartz.
The article proposes a theoretical approach on the management and access policy to governmental information of an archival type, focused on the motivation for compliance with the pertinent legislation. The approach has as theoretical frameworks the theory of Communicative Action by Jürgen Habermas, and the Shalom Schwartz's theory of values.
