O artigo busca reavaliar a conceituação usual sobre a Gestão de Documentos, como parte integrante do que deve ser a boa governança da instituição arquivística. Para analisá-la, lança mão da teoria das organizações do sociólogo brasileiro Alberto Guerreiro Ramos, que sustenta a tese da existência de duas racionalidades nas organizações, a funcional e a substantiva. Sugere-se, primeiramente, que a atuação das instituições arquivísticas, mais próxima da racionalidade substantiva, estará em permanente tensão com as dinâmicas de gestão documental de arquivos correntes, que tende para a racionalidade funcional. Sugere-se também pensar por meio da noção de Gestão Arquivística, o conjunto de práticas diferenciado no interior da Gestão de Documentos e específico da governança das instituições arquivísticas, cuja finalidade é a formação, proteção e acessibilidade de patrimônios arquivísticos.
The article seeks to reasses the usual conception about Records Management as an integral part of what should be the good governance of the archival institution. In order to analyze it, we make use of the theory of organizations of Brazilian sociologist Alberto Guerreiro Ramos, who supports the thesis of the existence of two rationalities in organizations: functional and substantive. First we suggest that the performance of archival institutions, closer to substantive rationality, will be in permanent tension with the dynamics of documentary management of current archives, which tends towards functional rationality. Then, we think through the notion of Archival Management, the set of practices differentiated within the Records Management which is specific to the governance of archival institutions, whose purpose is the formation, protection and accessibility of archival heritages.
